Start with the managing agency
Public boat access in the Florida Keys is split among Monroe County, municipalities, Florida State Parks and other agencies. Monroe County lists eight county ramps and states they are free for Monroe County residents. Non-resident fees are not identical at every facility—Harry Harris Park is the county ramp with the clearest published weekend fee schedule.
Cities, state parks and private marinas add more launches with different rules. Bahia Honda State Park, for example, is a park-managed facility with park entrance requirements rather than a Monroe County neighborhood ramp. Always identify the operator before relying on a map pin, then confirm parking, draft and any temporary closure the morning you tow.
- County residents: Monroe County lists its eight ramps as free for residents.
- Non-residents: budget for Harry Harris weekend/holiday fees when using that park ramp.
- Carry a second-ramp plan in the same region.
- Never invent trailer parking on residential shoulders.
Upper Keys: Key Largo and Tavernier
Mike Forster Memorial Park in Key Largo (about MM 95.2 bayside) is a small-boat / kayak-oriented county ramp with roughly six truck-and-trailer spaces on pea rock, a picnic table and trash cans. County pages do not advertise restrooms at the ramp itself and warn that parking is first-come, sometimes unavailable at peak use, with fines for parking outside designated spaces.
Harry Harris Park in Tavernier (about MM 92.5) is the Upper Keys workhorse for larger trailers: a concrete double ramp with finger pier, Atlantic access and about 20 trailer spaces for day parking. The park has pavilions, grills, a playground and a protected beach. County postings list non-resident weekend fees of $15 per vehicle plus a $40 boat-ramp fee, rising to $15 plus $60 on holiday weekends and the two-day lobster mini-season; active military and disabled veterans with ID have vehicle fees waived per the county schedule. Confirm restroom status and current fees on the county park page before arrival.
- Key Largo Forster: plan for small craft and scarce trailer stalls.
- Tavernier Harry Harris: arrive early on weekends; trailer spaces are limited.

Lower Keys county ramps: Big Pine through Coppitt
On Big Pine Key, Koehn Avenue is listed for small boats and kayaks only, with rural/limited parking and very shallow water. Eden Pines is a neighborhood canal ramp where the county explicitly lists no parking—treat it as inaccessible for most visiting trailers. Little Torch Key’s State Road 4A ramp (about MM 28.5 bayside) offers residential canal access with trailer parking in designated areas only.
Cudjoe Key’s Blimp Road ramp (about MM 21.2 bayside) is county-recommended for bay or flats boats and has been subject to temporary closure notices—verify status before towing. Geiger Key’s ramp is intended for small boats and kayaks beside Geiger Marina. Gulf View / Barcelona on Big Coppitt Key (about MM 9.3) is a single-lane small-boat ramp into Waltz Key Basin with a dock and gravel parking for up to five vehicles.
- Eden Pines: no parking on the county listing—choose another ramp.
- Blimp Road: confirm reopening / access notices with Monroe County.
- Gulf View: five-vehicle gravel lot fills quickly.
State parks, cities and how to use the directory
Additional public launches appear in state parks and city facilities. Those sites usually require park admission or local rules that differ from the eight county ramps. Prepare away from the waterline: install drain plugs, ready lines and brief passengers before backing into the active lane. After retrieval, pull clear before securing the boat. Small Keys ramps gridlock when one crew treats the ramp as a parking space.
