Florida Keys without a car: Key West, buses, and when you still need to rent

A car-free Keys trip is schedule-first

You can visit the Florida Keys without a rental car when the days are built around a walkable base or a bus you have already checked. Key West is that base. The rest of the chain is a two-lane highway with bridges, narrow shoulders and long gaps between groceries, beaches and lodging. A car-free week along U.S. 1 only works if each stop, each transfer and the walk from the pole to the door are decided before you book the pillow.

Three public layers cover what visitors mean by “the bus.” Miami-Dade Route 301, the Dade–Monroe Express, links the Florida City TransitWay with Upper and Middle Keys stops through Marathon—see Miami-Dade Route 301 — Dade–Monroe Express. Quick picks: who should go car-free, and who should rent

Go car-free when the whole point is Key West: Old Town walking, a museum, a meal, a sunset, and tours that meet in town. A cruise half-day is the same product—you are already on the island. One planned bus day also fits, if it is a single stop where you can walk or where the operator picks you up, and you already hold the return on that day’s timetable.

Rent when the trip uses more than one island for beaches, boats, groceries or a pillow that is not on the stop. Upper and Middle Keys lodging is spread along U.S. 1. A map marker labeled Key Largo or Marathon can still be a hot walk from the bus, on the wrong side of the highway, or down a side road with no shoulder. Families with gear, anyone who wants to change the plan after lunch, and anyone whose hotel has not confirmed the stop should rent for that block.

The split that matches the road: a rental (or a driving friend) for the Upper and Mid-Keys nights, then a car-free Key West block. Confirm where the rental company will accept the car back before you promise yourself a one-way handoff. We do not list rental rates or one-way rules. If Key West is the only place you care about, skip the highway hotels and sleep at MM 0.

Three transit layers, and what each one actually does

Route 301 is the mainland-to-Marathon bus, and it does not start on Duval Street. Miami-Dade’s route page describes it as express service seven days a week from the park-and-ride at the SW 344 Street TransitWay station in Florida City to Key Largo, Tavernier, Islamorada and Marathon along U.S. 1: https://www.miamidade.gov/global/transportation/tracker/bus-trolley-routes-schedules.page?routeID=301. Re-open that page for the current days, direction and stops. Reaching the Florida City lot from Miami or an airport is a separate Miami-Dade trip—use the schedules index at https://www.miamidade.gov/global/transportation/tracker/bus-trolley-routes-schedules.page for that leg. Route 302 is a different product: Miami-Dade describes it as Card Sound service between Florida City and Ocean Reef Club, and says only employees are admitted beyond the club entrance. It is the wrong bus for a Key Largo hotel.

Monroe County’s bus-routes page names Route 301 reference stops at mile marker 98 (Key Largo), 87 (labeled Tavernier), 74 (Islamorada) and 50 (Marathon), and it is the county overview for both 301 and the Lower Keys Shuttle: https://www.monroecounty-fl.gov/1261/Bus-Routes. Those are published reference points, not a promise that every business at that marker is a stop. Drop the number into Mile markers before you book “next to the bus.” In this directory, mile marker 87 sits on the Islamorada stretch (MM 72–90, Islamorada), while Tavernier’s own stretch is MM 90–97. Mile marker 98 is Key Largo. Mile marker 50 is Marathon. The directory place for the route is Miami-Dade Route 301 — Dade–Monroe Express.

The Lower Keys Shuttle is the City of Key West bus between Key West and Marathon, with stops along U.S. 1. Monroe County describes it that way, and the city posts the timetable and a live route map at https://www.cityofkeywest-fl.gov/595/Schedules-and-Route-Maps. Both Route 301 and the shuttle serve the Marathon area. A change between them is two timetables plus the correct side of the highway—not a connection this guide can promise. Key West local mobility is the third layer. The city on-demand page says Key West Rides will replace the North and South lines, that trips must start and end inside a designated zone, and that the current zone is Key West including Stock Island. It is a shared, app-booked, stop-to-stop service, and the city says it connects with the Lower Keys Shuttle. The same page, reviewed for this guide, lists hours as Monday–Sunday 6 a.m.–8 p.m., with no service on Thanksgiving Day, Christmas Day and New Year’s Day, and says fares match other city service, payable in cash or by card through Token Transit: https://www.cityofkeywest-fl.gov/888/Key-West-Rides-On-Demand-Bus-Service. Re-read the hours, the zone map and the fare page before you rely on an evening ride. The directory listing is Key West Rides On-Demand. Confirm whether an older map’s color-coded local routes are still listed before you wait for one.

Walkable nodes: Key West first, then a verified highway pillow

Key West (Key West, directory MM 0–4) is the node where a car-free day is the default. Old Town holds lodging, food, museums and the waterfront in a walk you can actually finish. Heat, mobility and a hard return time still matter—budget the walk, carry water, and cut the list. Seed a skeleton from Day kits (the Key West Old Town day kit is the one to trim), then keep only what fits. Browse pillows on Hotels & Lodging. Stock Island (Stock Island, directory MM 4–5) is the working-waterfront spillover immediately east: marinas and some lodging when Old Town is full. The city’s on-demand page includes Stock Island in the current Key West zone, which can make it a workable car-free pillow if your stop is inside that zone on the day you travel. It is still a hop into the historic core, not a second Duval. Confirm the zone map and the property’s location before you treat “Key West area” as walkable.

Upper and Mid-Keys lodging fails without a car when the room is the resort and the bus is a pole on U.S. 1 you have not walked. Straight-line distance on a listing is not the route: shoulders, canals, guardrail and a missing crosswalk turn a “short” walk into a bad idea, especially after dark. Use Mile markers on the address, then ask the property which side of U.S. 1 the stop is on and how guests actually reach it. If they cannot answer, that pillow assumes a car.

The split-stay that stays honest: one Upper or Middle Keys night in a room you have verified against the Route 301 stop you will use, then Key West nights you can walk. A pretty waterfront resort with no confirmed stop belongs on the rental week, not on this one.

Cruise day and park-once are walking problems

A cruise call and a drive-in day are different arrivals into the same walkable city. Passengers who rent a car for a short pier window usually spend that window in traffic and a garage queue. Walk off the ship, pick one ticketed stop, one outdoor wander and one meal, and protect all-aboard. The logistics for pier timing, city garages and “park once” live on Key West parking and cruise day: pier, Old Town and honest timing. This page gives no garage rates or ship clocks.

If someone in the group did drive, the car-free move inside Key West is still park once and walk. Residential permit streets are not overflow. An oversized vehicle often fits a Stock Island pillow better than an Old Town garage—confirm height and overnight rules with the property and the city parking pages linked from the parking guide. Scooters are optional stress in a ship crowd, not a requirement.

Dry Tortugas does not fit a cruise window or a two-hour rental. Ferry and seaplane check-ins are their own morning. Use the cruise hours for Old Town, and give Garden Key a different day.

Tours with a confirmed pickup, and where ride-hail stops being a plan

Book a boat, a snorkel trip or a charter only when the operator states the meeting point and the check-in in writing: a named Key West corner, a marina you can reach, or a hotel pickup they have agreed to. “We’ll find you on the highway” is not a plan on a road with no useful detour. Taxis and ride-hail can cover a gap inside Key West, or a hop from Stock Island, when a car is actually available. They are not a timetable. A late evening, a holiday, a storm or a pickup on a quiet Key can mean no car. Do not build an Upper Keys resort night, a Big Pine dinner or a post-sunset return around an app you have not already seen serving that area. Between islands, the planned product is Route 301 and the Lower Keys Shuttle.

Key West Rides is the local shared bus, not a private car, and the city page posts a daytime window plus named holiday closures. Read that page for the current hours before you leave a restaurant counting on a ride home. If the return is after the posted window, the backup is a walk you can finish, a taxi you have already confirmed, or a pillow close enough that neither is required.

Dry Tortugas still needs its own first mile

Dry Tortugas National Park is about 70 miles west of Key West and has no road. Day visitors use a concession ferry or seaplane; private boats are a separate, self-sufficient trip. The ticket gets you from the Key West departure to the park. It does not get you to the departure. The ferry (Yankee Freedom Ferry to Dry Tortugas) and the seaplane (Key West Seaplane Adventures to Dry Tortugas) are different locations. Before you count on Key West Rides for that dawn ride, confirm both the terminal and your hotel are inside the current on-demand zone on the city map, and that the posted hours cover the check-in. A Lower Keys Shuttle stop on U.S. 1 is not the ferry dock. If the first mile is not solved, sleep closer or use a confirmed taxi, and keep a land backup in Key West if weather moves the crossing.

Sleep the night before on Key West or, if Old Town is full and the hop is confirmed, Stock Island. Campers face tighter gear and reservation rules than day visitors; those rules live on the planner and the ferry listing, not as a bus tip here.

Sample car-free patterns

Key West only, several nights. Arrive by the bus chain below, by a flight you arranged yourself, or—if you are coming from Fort Myers Beach—on the passenger ferry into the Historic Seaport (Key West Express; that boat is not a U.S. 1 bus, so confirm it on the operator page). Then stay. Walk Old Town, trim the Day kits skeleton, and use Key West Rides for hops inside the posted zone, including a Stock Island pillow whose stop you have checked. Book boats that meet in town. Leave Bahia Honda, an Islamorada charter and a Pennekamp dawn off this week unless the operator’s written pickup and return fit the bus you actually hold. Miami to Key West on the bus, with an overnight. Get to the Florida City TransitWay park-and-ride on a Miami-Dade route you checked that morning. Ride Route 301 toward Marathon (Marathon, Miami-Dade Route 301 — Dade–Monroe Express). Continue on the Lower Keys Shuttle toward Key West (Lower Keys Shuttle) only after both timetables show a change you can make, on the correct side of U.S. 1, with margin. There is no parallel highway if you miss it. Upper Keys bus day versus a rental. Then open the island you will actually sleep on—Key West, Stock Island, Key Largo or Marathon—and Hotels & Lodging for the pillow. Run any address through Mile markers so the directory island matches the highway, not just the town name on a bus overview.
